Why the name change from the Flood Control District to the Watershed Protection District?
When the Ventura County Flood Control District was formed in 1944, the county was dominated by agriculture. Now, however, it is home to more than 850,000 residents, making it the 12th most populous county in the state. In response to the expansion of these residents’ priorities, the District has shifted from a focus on protecting fields and parcels from the economically devastating effects of floodwaters to include preservation of water quality, safeguarding habitat and improving creek aesthetics. In fact, with the Governor’s signature of Assembly Bill 2320 (September 2002), the name of the District changed from “Flood Control District” to “Watershed Protection District” to reflect the changing community values.

What is the purpose of the Watershed Protection District?
The Mission of the Ventura County Watershed Protection District is to protect life, property, watercourses, watersheds, and public infrastructure from the dangers and damages associated with flood and storm waters. Our goals are

  • Comprehensive, long-range watershed planning
  • Collaboration with watershed stakeholders
  • Administration of adopted regulations, policies, and resolutions
  • Responsible and accountable use of public resources
  • Excellence in public service
